OMB Partial Approval of Richmond Hill Official Plan, April 5, 2012
Richmond Hill Official Plan, July 2010 as recommended for approval by York Region on May 19, 2011 showing York Region modifications:
Richmond Hill Official Plan (2010) - York Region Council recommends approval with modifications on May 19, 2011
Since the adoption of the new Richmond Hill Official Plan by Town Council in July 2010, Town staff have worked closely with York Region to ensure conformity with Regional and Provincial policies and plans and to review and incorporate, where appropriate, comments and submissions from agencies, stakeholders and the public. The Richmond Hill Official Plan (2010) has been appealed to the Ontario Municipal Board (OMB). On May 4, 2011, the York Region Planning and Economic Development Committee considered a staff report that provides the basis and planning justification to approve the Richmond Hill Official Plan (2010), as modified, in full or in part by either the Ontario Municipal Board or York Region. The recommendations of this staff report were adopted by the Committee and were approved by York Region Council at its meeting on May 19, 2011.
Included in the recommendations, approved by York Region Council, is direction to request that the OMB return approval authority of the Richmond Hill Official Plan back to York Region. The next steps in the approval process of the Richmond Hill Official Plan (2010) are to await the proceedings of the OMB to commence.
In the meantime, please refer to the adopted Richmond Hill Official Plan (2010) along with modifications outlined in the York Region staff report provided in the link above.

What Is An Official Plan? An Official Plan is a key guiding document that sets out policies regarding how land in the Town will be used in the present and future. It is prepared with input from the community to ensure that the physical, social and economic needs of residents can be met. It describes where housing, businesses and other land uses will be, which, in turn, sets the tone for the look and feel of our community. It ultimately impacts how it functions.
A Citizens' Guide to the Official Plan: What is an Official Plan?
Why Was A New Official Plan Needed? The Town's previous plan was more than 25 years old and Richmond Hill has experienced significant growth since its creation. Once considered a medium-sized town on the outskirts of Toronto, Richmond Hill is now at the centre of a thriving urban region. Current direction established by the Region of York to develop Regional Centres and Corridors, key development areas and new transit projects will intensify and change the face of growth and development within the Town’s settlement areas. In order to deal with these changing circumstances effectively, the Town of Richmond Hill needs a new Official Plan.

Background Studies In order to develop the new Official Plan, a number of background studies and discussion papers were undertaken to help inform the OP.
