Inspections

Builders and homeowners can book an inspection or obtain general inspection information by accessing the Town’s interactive Inspection Telephone Line at (905) 771-5465.

Before you call, be sure to have the following information available:
  • the builder's and site superintendent's names and telephone numbers;
  • the lot number, street name and type of inspection; and
  • the inspection date - with morning or afternoon time preference.
Faxed Inspection Requests
If you are requesting several inspections we encourage you to fax your requests to our fax line at (905) 771-5445. The same type information as above, is required.

Inspection Notice 
The Town requires a minimum notice of two business days to schedule inspections. Any request received after 3 p.m. will be considered as being received on the next business day. You may call the Inspection Section between 8:30 a.m. - 9:30 a.m. to confirm your inspection.

Inspection Stages - Housing
  1. Footings (prior to placement of concrete)
  2. Lateral Sewers & Water (prior to backfill)
  3. Foundation - After backfilling, a foundation survey must be completed and submitted to the Building Services Division for review.
  4. Under Slab Drains
  5. Rough-In Plumbing
  6. Framing - All rough-in plumbing, wiring, rough-in mechanical and other services must be complete.
  7. Solid Fuel Burning Appliance ( e.g., wood stoves, fireplaces)
  8. Insulation & Vapour/Air Barrier
  9. Final Plumbing
  10. Final Interior - You must have a water meter installed by the Town to receive the 'occupancy certificate'. A list of inspection items for occupancy is available from your Building Inspector or at the Building Services Division office.
  11. Final Exterior
Inspection Stages - Other Types
(Commercial, Industrial, Institutional, Assembly and Large Residential Projects)
  1. Footings (prior to placement of concrete)
  2. Lateral Sewers & Water (prior to backfill)
  3. Foundation - At this stage, a foundation survey must be completed and submitted to the Building Services Division for review.
  4. Under Slab Drains
  5. Rough-In Plumbing
  6. Structural Framing - A separate inspection is conducted for each storey.
  7. Solid Fuel Burning Appliance
  8. Insulation & Vapour/Air Barrier
  9. Fire Separations - Contact your Building Inspector for the timing of this inspection.
  10. Fire Protection Systems - Stand pipe, sprinkler, fire alarm and emergency lighting systems are inspected by the Richmond Hill Fire Department. Contact the Fire Prevention Office (905) 883-5444. Fax (905) 780-2939.
  11. Final Plumbing
  12. Final Interior - All safety items in accordance with Subsection 2.4.3. of the Ontario Building Code must be complete and operational for occupancy of the building.

Electrical Inspections
For electrical inspections please contact the Electrical Safety Authority at 1-877-372-7233.

Fees
  1. Re-Inspection Fee - $100 is charged where an inspection is requested and an infraction, indicated from a previous inspection, still remains.
  2. Compliance Fee - When a Stop Work Order is issued, a Compliance fee, equal to 25% of the permit fee and not less than $100, will be charged.
  3. Revision Fee - A $100 fee is charged for minor revisions that require revised drawings. Major revisions are subject to a 'rate per area' fee. Your Building Inspector will determine this.
Other Issues
Construction noise is not permitted between the hours of 7 p.m. and 7 a.m. and on Sundays and statutory holidays (read the Town's Noise By-law). Roads must be kept clear and clean. Open air burning is not permitted.

Occupancy
No person shall occupy or use any building unless notice of the completion date has been given to the Chief Building Official and a final inspection has been made.

Lot Grading Certificate
A certification letter from your grading consultant (i.e. P. Eng. or Surveyor) is required for the release of grading securities.
